Getting around Valencia by car means paying attention to several things: pedestrian streets, regulated parking zones, residential priority areas, temporary restrictions and the future implementation of the Low Emission Zone (ZBE).
If you’re coming to the city to stay at a hotel in the centre, attend a meeting, visit the historic centre or go to an event, it’s natural to have questions: Can I drive down this street? Do I need an environmental label? Are there control cameras? Can I get right up to the door of my accommodation?
The answer depends on the vehicle, the street, the signage and the regulations in force on the day of travel.
As of 30 July 2026, information published by the Valencia City Council indicates that the ZBE ordinance is still awaiting final approval. For this reason, it’s not yet possible to officially confirm when the planned restrictions will begin. The Council has stated that, once approved, it will run an information campaign well in advance.

Is Valencia’s ZBE already in effect?
Valencia is developing a Low Emission Zone aimed at reducing the circulation of the most polluting vehicles and improving air quality.
However, it’s important to distinguish between:
- The ZBE project.
- The planned geographic area.
- The installation of control systems.
- Final approval of the ordinance.
- The effective start of restrictions.
- The start of any penalties.
The most recent municipal documentation available indicates that, until the ordinance receives final approval, it’s not possible to confirm an official start date for the environmental restrictions.
This means it should not be claimed that a general ban based solely on DGT (Spanish traffic authority) labels is already in effect throughout Valencia.
However, pedestrian streets, regulated areas, access restrictions and parking rules already exist and must be respected regardless of the future ZBE.
What area will Valencia’s ZBE cover?
The project’s municipal documentation envisages a single zone called València ZBE, which would cover much of the city.
The planned perimeter is roughly bordered by:
- Ronda Nord.
- Avenida de los Naranjos.
- Calle Serrería.
- Bulevar Sur.
This scope comes from the ordinance and municipal documents processed so far, so it should be checked again once the regulation is finally approved.
Within this perimeter there may also be areas subject to other specific regulations, such as pedestrian streets, residential areas, restricted access and regulated parking.
Which vehicles could be affected?
The municipal approach has mainly focused on the most polluting vehicles, commonly known as vehicles with no environmental label or Category A vehicles.
In general terms, this category includes many petrol cars registered before 2001 and diesel vehicles before 2006, although the exact classification should be checked directly using the licence plate through official DGT channels.
The future ordinance may include exceptions related to:
- Residents.
- People with reduced mobility.
- Emergency vehicles.
- Essential services.
- Professional activities.
- Historic vehicles.
- Medical situations.
- Authorized one-off access.
- Other cases set out in the final regulation.
For this reason, it’s not advisable to rely solely on the windscreen sticker. Exceptions, the municipal register and the final approved access conditions will also need to be checked.
DGT environmental labels
The DGT’s environmental classification divides vehicles into different categories according to their technology and emissions.
The main categories are:
- Zero Emissions.
- ECO.
- C.
- B.
- Vehicles with no environmental label.
The label identifies the vehicle’s category, but it doesn’t by itself determine all the access conditions for a city. Each city council sets its own restrictions and exceptions in its ordinance.
So having a B, C, ECO or Zero label doesn’t automatically mean you can access any street, park anywhere, or ignore a pedestrian zone.
Pedestrian streets and regulated areas in the centre
Even though the ZBE’s timeline is still to be finalized, Valencia’s city centre already has streets where traffic is restricted.
These restrictions can be linked to:
- Pedestrian areas.
- Residential priority zones.
- Streets with resident-only access.
- Loading and unloading.
- Car park access.
- Roadworks.
- Events.
- Fallas and celebrations.
- Markets.
- Specific times.
- Temporary regulations.
The signage at each access point is what determines the conditions that must be met at that time.
Some hotels are also located on narrow, pedestrian or access-restricted streets. In these cases, it’s not always possible to stop exactly in front of the entrance.
Can a transfer drop you right at the hotel door?
This will depend on the accommodation’s location and its access conditions.
When the street is passable and stopping is allowed, the driver can get you to the entrance or the designated point for dropping off passengers.
If the hotel is within a pedestrian zone or on a restricted-access street, different situations may arise:
- The hotel has authorization for certain vehicles.
- The licence plate needs to be provided in advance.
- Only access to a car park is permitted.
- There’s a nearby stopping area.
- The vehicle must drop passengers off on a nearby street.
- Access is limited to certain times.
For this reason, it’s advisable to provide the name and exact address of the accommodation when booking.
Traslados Valencia will review the route and organize arrival at the closest permitted point, but it cannot guarantee access to any given door if a restriction or prohibition is in force.
The advantage of hiring a vehicle with a driver
The main advantage of a private transfer isn’t avoiding the regulations, but rather delegating the driving and the planning of the journey.
Passengers don’t have to:
- Look for parking.
- Drive on unfamiliar streets.
- Work out different parking zones.
- Drive after a long flight.
- Coordinate several vehicles.
- Carry luggage from a stop.
- Worry about the return journey after a dinner or event.
The driver plans the route taking into account the destination, typical traffic conditions and permitted access points.
A fleet with different environmental labels
Traslados Valencia has vehicles with different characteristics and environmental classifications.
The fleet includes some electric options, but not all vehicles are electric or carry the Zero Emissions label.
If a customer specifically wants an electric vehicle, it should be requested when booking. Its availability will depend on:
- Date.
- Time.
- Route.
- Number of passengers.
- Luggage.
- Range required.
- Available vehicles.
Assigning an electric vehicle doesn’t mean it can access every street. Pedestrian zones, private access and other restrictions must be respected regardless of its environmental label.
Will there be control cameras?
The municipal project includes automatic number-plate recognition systems to monitor access points and check whether vehicles meet the established requirements.
The Council has announced the gradual installation of cameras at various checkpoints. However, the existence of cameras alone doesn’t mean environmental penalties are already being applied under the future ordinance.
The dates for effective monitoring and the penalty conditions will need to be confirmed in the official information published once final approval is given.
How much will the fines be?
It’s not advisable to publish a specific amount while the penalty conditions for Valencia’s ZBE are not yet definitively approved and in force.
Penalties related to low emission zones depend on traffic regulations, the municipal ordinance and the specific offence.
Also, a fine for entering a ZBE should not be confused with other possible penalties for:
- Parking incorrectly.
- Entering a pedestrian street.
- Driving in a restricted area.
- Failing to follow a sign.
- Parking in a loading/unloading zone.
- Exceeding the permitted time.
- Entering a reserved lane.
Before driving through a regulated area, always check the signage and up-to-date official sources.
Tips for getting around Valencia hassle-free
To reduce the risk of problems, it’s worth following some recommendations.
Check your vehicle’s classification
The DGT lets you check the environmental classification associated with a vehicle.
This is especially important for older cars, rental vehicles and cars with foreign licence plates.
Check municipal information before your trip
The regulation may change once the ordinance receives final approval.
Always check:
- The date it comes into force.
- Vehicles affected.
- The exact area.
- Times.
- Exceptions.
- The authorization register.
- The information period.
- The start of the penalty regime.
Follow the signage
Even if a navigation app says a street is passable, a temporary or permanent sign may prohibit access.
The signage on the road should take priority over a route calculated by an app.
Check the hotel’s conditions
Ask your accommodation if:
- It is within a restricted zone.
- It has parking.
- It needs your licence plate registered.
- It has a specific access point.
- It recommends a pickup point.
- There are check-in time restrictions.
